Interestingly, there is a change to the rules this season and teams can start with a minimum of 12 players, thus reducing the chances of clubs not being able to field a team. Additionally, clubs can only permit from the Regional Academy or Divisions 1,2,3.
There will be no permits allowed from the Premiership or Championship teams.
